PROCLAMATION - DOMESTIC VIOLENCE AWARENESS MONTH

Renews the City’s commitment to prevent domestic violence by recognizing the month of October 2014 as Domestic Violence Awareness Month.

Item 4.2

PROCLAMATION - AMELIA ISLAND JAZZ FESTIVAL

Encourages the citizens of Fernandina Beach to participate in the Amelia Island Jazz festivities October 16 through October 19, 2014. Mr. Les DeMerle, Ms. Bonnie Eisele, and Ms. Suzanne McLeod will be present to accept the Proclamation.

PROCLAMATION – FLORIDA CITY GOVERNMENT WEEK

Declares the week of October 19-25, 2014 as “Florida City Government Week.” The Proclamation will be read into the record by the Mayor and
sent to the Florida League of Cities.

PROCLAMATION – AMELIA ISLAND TOURIST DEVELOPMENT COUNCIL

Recognizes the Amelia Island Tourist Development Council in their recent outstanding achievements for being awarded six prestigious 2014 Florida Tourism Industry Awards. Mr. Gil Langley of the Amelia Island Tourist Development
Council will be present to accept the Proclamation.

PROCLAMATION - ALPHA DELTA KAPPA MONTH

Proclaims the month of October 2014 as Alpha Delta Kappa Month and recognize the Alpha Delta Kappa for their outstanding, international,
philanthropic, and scholarship work. Ms. Julianne French will accept the proclamation.

Item 4.6

PRESENTATION – 2014/2015 GOLF COURSE FEE SCHEDULE

Mr. Josh O’Brien, Mr. Dan Zimmer, Mr. Chris Cygan, and Mr. David Evangelista of Billy Casper Golf will discuss the Golf Course Fee Schedule for FY 2014/2015. Included in the presentation will be statistical data and
supporting documentation for the Fee Schedule submitted to the City Commission.

RESOLUTION 2014-133 APPROVING TWELVE (12) APPLICATIONS FOR CITY SEWER AND REFUSE EXEMPTION FOR FISCAL YEAR 2014/2015; AND PROVIDING FOR AN EFFECTIVE DATE.

Synopsis: Approves twelve (12) applications for sewer and refuse exemptions for FY 2014/2015.

FACILITIES USE AGREEMENT – FERNANDINA BEACH POP WARNER ASSOCIATION, INC. RESOLUTION 2014-134 APPROVING THE FACILITIES USE AGREEMENT FOR YOUTH SPORT LEAGUES BETWEEN THE CITY OF
FERNANDINA BEACH AND FERNANDINA BEACH POP WARNER
ASSOCIATION, INC.; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.

Synopsis: Approves the Facilities Use
Agreement for Youth Sport Leagues for Fernandina Beach Pop Warner Association, Inc.

MUTUAL AID AGREEMENT – NASSAU COUNTY SHERIFF’S OFFICE RESOLUTION 2014-135 AUTHORIZING A COMBINED MUTUAL AID/COOPERATIVE AGREEMENT WITH NASSAU COUNTY SHERIFF’S OFFICE; AUTHORIZING EXECUTION; PROVIDING FOR FILING OF THE AGREEMENT WITH THE FLORIDA DEPARTMENT OF LAW ENFORCEMENT; AND PROVIDING FOR AN EFFECTIVE DATE.

Synopsis: Approves the Combined Mutual Aid/Cooperative Agreement between the City of Fernandina Beach Police Department and the Nassau County Sheriff’s Office for a period of twelve (12) months beginning October 7, 2014.

BUDGET AMENDMENT – GOLF COURSE

RESOLUTION 2014-140 APPROVING AN AMENDMENT TO THE BUDGET FOR THE FISCAL YEAR 2013-2014; AND PROVIDING FOR AN EFFECTIVE DATE.

Synopsis: Approves the transfer of funds within
the Golf Course budget for higher than budgeted expenses in FY 2013/2014.

Item 7.2

LEASE & MANAGEMENT AGREEMENT(S) – WESTREC MARINA MANAGEMENT, INC.

RESOLUTION 2014-141 ACCEPTING AND APPROVING A
MANAGEMENT AGREEMENT AND A LEASE AGREEMENT WITH
WESTREC MARINA MANGEMENT, INC.; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE.

Synopsis: Accepts and approves the Marina Management Agreement and the Lease Agreement
with Westrec Marina Management, Inc. to manage the Marina and lease the dockhouse building located at 1 North Front Street.

AIRPORT MINIMUM STANDARDS AMENDMENT

RESOLUTION 2014-142 AMENDING THE AIRPORT MINIMUM
STANDARDS FOR COMMERCIAL AERONAUTICAL ACTIVITIES ON FERNANDINA BEACH MUNICIPAL AIRPORT TO DELETE THE REQUIREMENT FOR COMPLETED OPERATIONS AND COMPLETED PRODUCTS INSURANCE FOR COMMERCIAL AERONAUTICAL OPERATORS; AND PROVIDING FOR AN EFFECTIVE DATE.

Synopsis: Amends the Airport Minimum Standards for Commercial Aeronautical Activities on the Fernandina Beach Municipal Airport by deleting the requirement for Completed Operations and Completed Products insurance for Commercial Aeronautical Operators.

LAND DEVELOPMENT CODE AMENDMENT – LOT COMBINATION LIMITATIONS

ORDINANCE 2014-30 AMENDING THE LAND DEVELOPMENT CODE, TO EXEMPT JOB OPPORTUNITY AREAS FROM LOT COMBINATION LIMITATIONS DESCRIBED IN SECTION 4.02.02 WHICH RESTRICTS LOT WIDTHS TO NO GREATER THAN 100 FEET ON NORTH FLETCHER, SOUTH FLETCHER AND OCEAN AVENUES; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.

Synopsis: Approves and adopts modifications to the Land Development Code of the City of Fernandina Beach specific to Section 4.02.02.
