TAX INCREMENT REVENUES FROM THE WATERFRONT COMMUNITY
REDEVELOPMENT AREA, AND, IF NECESSARY, NON-AD VALOREM REVENUES
BUDGETED AND APPROPRIATED IN AN AMOUNT SUFFICIENT TO PAY THE
MINIMUM DEBT SERVICE REQUIREMENT, ALL AS PROVIDED HEREIN;
PROVIDING FOR THE RIGHTS, SECURITIES, AND REMEDIES FOR THE OWNERS
