PROCLAMATION – RETIREMENT OF MR. MARK CORBIN

PROCLAMATIONRETIREMENT OF MR. MARK CORBIN - Recognizes Mr. Mark Corbin, upon his retirement after thirty-five years and four months of dedicated service to the City of Fernandina Beach. Mr. Corbin retired on December 31, 2016.

PROCLAMATION – STORM WATER MASTER PLAN FUNDING APPRECIATION

PROCLAMATION – STORM WATER MASTER PLAN FUNDING APPRECIATION - Recognizes Florida State Senator Aaron Bean and Florida State Representative Janet Adkins for their pivotal role in successfully securing $900,000 in State funding for critical Storm Water improvements in Fernandina Beach and Nassau County. Florida State Senator Aaron Bean will be present to accept the Proclamation.

DISPOSAL OF SURPLUS PROPERTY RESOLUTION 2017-11 DECLARING CERTAIN TITLED CITY PROPERTY SURPLUS; AUTHORIZING THE CITY MANAGER TO DISPOSE OF SAID PROPERTY IN A MANNER CONSISTENT WITH THE CITY’S POLICIES AND PROCEDURES; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Declares certain property as surplus, and authorizes the disposal of such.

MEMORANDUM OF UNDERSTANDING (MOU) UNITED BROTHERHOOD OF CARPENTERS AND JOINERS, LOCAL 2044 - RESOLUTION 2017-13 APPROVING A MEMORANDUM OF UNDERSTANDING TO THE LABOR AGREEMENT WITH THE UNITED BROTHERHOOD OF CARPENTERS AND JOINERS, LOCAL 2044; AUTHORIZING EXECUTION; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Approves the Memorandum of Understanding to the Labor Agreement with the United Brotherhood of Carpenters and Joiners, Local 2044.

FUTURE LAND USE MAP AMENDMENT – 2700 ATLANTIC AVENUE – ORDINANCE 2017-03 CHANGING THE CITY’S FUTURE LAND USE MAP TO ASSIGN A LAND USE DESIGNATION OF GENERAL COMMERCIAL (GC) FOR A PARCEL TOTALING 4.73 ACRES OF LAND LOCATED AT 2700 ATLANTIC AVENUE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. Synopsis: Assigns a Future Land Use Map designation of General Commercial (GC) to 4.73 acres located at 2700 Atlantic Avenue.

CODE AMENDMENT – PROHIBITING HORSES ON CITY BEACHES – ORDINANCE 2017-05 AMENDING THE CODE OF ORDINANCES CHAPTER 90, ARTICLE II, BEACHES; AMENDING SECTION 90-44 BY PROHIBITING HORSES ON ALL CITY BEACHES; REPEALING ALL ORDINANCES, RESOLUTIONS AND POLICIES IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. Synopsis: Amends Section 90-44 of the City Code pertaining to horses on City beaches.

CODE AMENDMENT – PROHIBITING PARKING AND DRIVING ON CITY BEACHES – ORDINANCE 2017-06 AMENDING THE CODE OF ORDINANCES CHAPTER 90, ARTICLE II, BEACHES; AMENDING SECTION 90-48 BY PROHIBITING PARKING AND DRIVING ON ALL CITY BEACHES; REPEALING ALL ORDINANCES, RESOLUTIONS AND POLICIES IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY; AND PROVIDING AN EFFECTIVE DATE. Synopsis: Amends Section 90-48 of the City Code pertaining to parking and driving on City beaches.

VACATION OF ROW FOR A PORTION OF S. 12TH STREET

VACATION OF ROW FOR A PORTION OF S. 12TH STREET - ORDINANCE 2016-36 APPROVING A VACATION OF PUBLIC RIGHT-OF-WAY FOR A PORTION OF S. 12TH STREET TOTALING APPROXIMATELY 865 LINEAR FEET EXTENDING BETWEEN LIME STREET AND UNOPENED NECTARINE STREET; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.  Synopsis: Vacation of the S. 12th Street unopened public right-of-way totaling approximately 865 linear feet between Lime Street and Nectarine Street.

LARGE SCALE FLUM AMENDMENT - LIME AND S. 14TH STREET - ORDINANCE 2016-37 CHANGING THE CITY’S FUTURE LAND USE MAP FROM MEDIUM DENSITY RESIDENTIAL TO  HIGH DENSITY RESIDENTIAL FOR APPROXIMATELY 14.94 ACRES OF LAND AND ASSIGNING A FUTURE LAND USE MAP CATEGORY OF HIGH DENSITY RESIDENTIAL FOR APPROXIMATELY 7.26 ACRES OF LAND AND GENERAL COMMERCIAL FOR APPROXIMATELY 2.0 ACRES OF LAND FROM THE NASSAU COUNTY FUTURE LAND USE MAP DESIGNATION OF COMMERCIAL INTENSIVE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.  Synopsis: Approves the Large Scale Future Land Use Map (FLUM) Amendments that would result in approximately 22.4 acres as High Density Residential (HDR) and 2.0 acres as General Commercial (GC).

Quasi-judicial - ZONING MAP AMENDMENT – LIME AND S. 14TH STREET - ORDINANCE 2016-38 CHANGING THE CITY’S ZONING MAP FROM MEDIUM DENSITY RESIDENTIAL (R-2) ZONING TO  HIGH DENSITY RESIDENTIAL (R-3) ZONING FOR APPROXIMATELY 14.94  ACRES OF LAND AND ASSIGNING A ZONING DISTRICT OF HIGH DENSITY RESIDENTIAL (R-3) FOR APPROXIMATELY 7.26 ACRES OF LAND AND GENERAL COMMERCIAL (C-2) FOR APPROXIMATELY 2.0 ACRES OF LAND FROM THE NASSAU COUNTY ZONING MAP CATEGORY OF COMMERCIAL INTENSIVE (CI), AND APPLYING A PLANNED UNIT DEVELOPMENT (PUD) OVERLAY FOR THE ENTIRE 24.20 ACRES OF LAND; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE.  Synopsis: Approves zoning map changes that would result in approximately 22.2 acres as High Density Residential (R-3) and 2.0 acres as General Commercial (C-2) and a PUD Overlay for the entire 24.2 Acres.

• A THREE (3) MINUTE TIME LIMIT MAY BE IMPOSED FOR ALL SPEAKERS (EXCEPT IN A QUASI-JUDICIAL HEARING). A “REQUEST TO SPEAK” FORM IS AVAILABLE ON THE COUNTER AT THE ENTRANCE TO THE COMMISSION CHAMBERS.  THE FORM SHOULD BE GIVEN TO THE CITY CLERK UPON COMPLETION.

• IN ACCORDANCE WITH STATE LAW, ITEMS NOT ON THE AGENDA MAY BE BROUGHT UP FOR DISCUSSION BUT NO ACTION MAY BE TAKEN BY THE CITY COMMISSION. IF APPROPRIATE THE ITEM MAY BE SCHEDULED ON A FUTURE AGENDA.

• THE MAYOR WILL DETERMINE THE ORDER OF THE SPEAKERS AND MAY IMPOSE MORE RESTRICTIVE TIME LIMITS.

• SPEAKERS MAY FILE COPIES OF THEIR REMARKS WITH THE CITY CLERK WHO WILL MAKE THEM AVAILABLE TO THE COMMISSION.

• FERNANDINA BEACH CITIZENS WILL SPEAK BEFORE NONRESIDENTS AND SPEAKERS WILL LIMIT REMARKS TO THE SPECIFIC SUBJECT MATTER.

• DISCUSSION – DIRECTION - ACTION ITEMS MAY BE ACTED UPON BY THE CITY COMMISSION BY EITHER MOTION AND VOTE IN ACCORDANCE WITH ROBERTS RULES OF ORDER, OR BY A CONSENSUS OF THE CITY COMMISSION.

• PURSUANT TO RESOLUTION 95-32, IF AN ITEM IS NOT ON THE AGENDA IT REQUIRES A FOUR-FIFTHS VOTE OF THE CITY COMMISSION DECLARING THE ITEM AN EMERGENCY BEFORE ACTION CAN BE TAKEN.
